The high and low thresholds are percentage of the levels of the clock cycle to which the rising edge belongs.

Significance of statistics:
MeanNot important.
MinThe min percent rise slew rate should be more than the specified limit. Too large a percent rise slew rate will eat into the setup & hold times.
MaxThe max percent rise slew rate should be less than the specified limit. Too small a percent rise slew rate will induce noise on adjacent signal lines.
Peak cy-cyImportant. A higher cycle-to-cycle percent rise slew rate indicates that the system is affected by noise or interference from adjacent signals or both.
